Thank you for your interest in the Ludlam Trail project. The Trust for Public
Lands is currently working on Acquisition Analysis of the entire 7.37 mile
corridor for the Park and Recreation Department. Please see attached
information sheet for more details on the project.
The Acquisition Analysis quantifies existing funding for acquisition and
development and addresses on-gong maintenance and operations of the entire
greenway to improve its funding capabilities, as well as its programming,
security, and beautification. The TPL scope of work has the following
objectives:

To examine
comprehensively the benefits the corridor would provide as a greenway in
proximity to neighborhoods, parks, schools, employment and other attractions
-
To identify
priority areas for phased corridor protection, including fee-simple and
conservation easements
-
To Identify and
leverage funding options for acquisition, planning, design, development and
programming
-
To discuss
corridor appraisal methodologies
-
To identify
private entities to complement the greenway
-
To examine
governance models for on-going maintenance and operation of the trail
In addition, TPL, along with other consultants, will be looking at the following
strategy below to get the private sector more involved in this project:

Protocol for
developer agreements
-
Design and
Development guidelines
-
Standards for
easements
The design and development guidelines should help address some of the issues
like crossing streets. The overpass idea is certainly one option that will be
